Okay, so I came across one of these accounts. They had nothing but a bunch of slightly altered pictures of celebrities. So, I went through and reported their works, but then I find that almost all their watchers have similar violations. There's just so much to report, it's insane!
People wonder why some stolen works get deleted by staff, and why others stay up. The reason is, it's the members that have to help keep dA cleaned up! The admins can't look through every single deviation submitted, so that's how things slip through the cracks. We have to help keep our art community healthy.
So, please, take a little time to help out with cleaning up this huge mess.

So again, please. If you have the time, report some of this crap! This kind of stuff belongs on photobucket, NOT dA. deviantART is a place for artists that work extremely hard to hone their skills. As a community it is out responsibility to make sure that this stuff get's cleaned up.

I actually saw one pic from one of them in someones favorites, and when I looked at their main page, I saw... Well, all the other accounts... It's like seeing one roach, then you go after it with a can of bug killer, and you chase it to some corner where you find a whole goddamned nest.
The admin that answered me back at the help desk said that "the help desk cannot do anything about copyright infringing deviations" in other words, we would have to report ALL of the works there, or request the accounts to be banned.
